The idea isn't that hiccup is neglecting Qrow. There is one of two ways you can really think about it, I leave it to you for you to decide.
1. Hiccup is being tough on Qrow so that he can grow up to be a great man and a very self-reliant leader to those that the future chief or chiefess appoints for him to lead.
2. Hiccup focusses more on his daughters seeing as they are the eldest ones and have a likelier chance of become the future leaders of the village.

Also, on yet another sidenote. I'm not done with Qrows character sheet, ill plan on being finished sometime today or tonight.
