Organized enough to hunt down and commit genocide while somehow not tearing themselves apart out of fear.

It's the GM's plot, it works the way he says it does. But I'm, personally, not a fan of the military just committing wanton genocide for no reason. I much prefer a realistic approach where they detain any mutant they find and only kill those that resist or are too powerful to be contained. Since ANYONE can have these powers if they were so deathly afraid that they'd just start committing genocide at the snap of a finger (seriously, within 3 months they've murdered 250k people) then they'd be killing themselves too much. Every general, every politician, every officer, every soldier, would be afraid that anyone around them was a mutant. There'd be absolutely zero cohesion. They wouldn't be organized enough to even kill those people since to track down and murder those people would require teamwork and trust, something they wouldn't have because anyone and everyone could be a mutant.
It's a plot hole, basically. The level of damage being inflicted due to fear doesn't match up with the level of control and discipline on display. But if that's how the GM wants it, alright, it certainly isn't a large enough plot hole to ruin my enjoyment of the rp.
