The planet is in a panic right now. How much rational thinking you think there is during this?

I mean, planet's obviously not in so much panic that it's anarchy descended into chaos with people playing on the beach and the military being organized enough to search and destroy mutants. So they're obviously organized enough to go "hmm, all this person can do is make things a little chilly, maybe we SHOULDN'T just execute them in cold blood?".

think of it like the X-men they save the world in public every other week and yet the world still wants them all dead despite knowing there are fuck off huge threats that any normal military gets stomped in seconds by its just stupid evil for the sake of the theme and plot

If it's extreme enough that they just start committing genocide they'd be purging their own military members, deathly afraid these super mutants are in their own ranks. They wouldn't be organized enough to maintain order or conduct these purges because they'd be too paranoid that the guy next to them was about to create a blackhole or something. For the level of control and order the setting implies they have, they obviously aren't too chaotic or afraid to just start going full WW2 internment camps like they did with the Japanese.

I never said they were organized. They're doing what they must to secure the safety of the planet.
