An Orphan Slaughterhouse really isn't anything new to Fate, nor is it even the worst atrocities committed. It's a legitimate strategy pioneered by a veteran of the Fourth Holy Grail War. That's how Gilgamesh managed not to succ him dry during the time between Fate/Zero and Fate/Stay Night.

You're forgetting the importance of capita. Caster's main power seems to be money - the Truest Magic in all of Type-Moon. It'd probably take a day or so to set up, but an Orphan Slaughterhouse is perfectly viable within the confines of the war.

Typically. Rulers are servants that usually don’t have a wish and have a strong connection to the Grail. Pretty sure saints are most likely ones to be rulers

Saints like George and Martha qualify as Rulers in addition to their normal classes. If we're going by the Chaldean system though, someone impartial like Sherlock Holmes can become a Ruler. They're always of Good alignment - Jeanne Alter is a minor exception since her initial summoning was merely the product of Gilles de Rais's desires and her proper Servant form is Avenger.
