I'm not too deep into fate lore, but the question of interpretation seems to be rules of magic vs Servant rules. There are other factors that affect how strong a Servant is, and it doesn't necessarily apply to age of heroic spirit/mystery. There's also fame. And being in place of origin. It might even be the set of skills they possess. Magic resistance seems for me to be a rule of the Servant, since Knight classes generally have it whereas classes like Caster get a lower version even though they were probably mages in life.

Even if we say Medea's specific magic bypasses the rules of magic resistance, Lexie is neither Caster(Servant) nor Touko Aozaki (no idea who she is =P). I say it's easier to say that Lexie's specific version of Divine words (without getting into what Caster can do, given her NP is called rulebreaker i wouldn't be surprised if it's magic only she can do) isn't able to break Servant rules, or aren't as powerful as Caster's, because she isn't a Servant nor is it her skill. I mean, reading about Divine Words, it's described as the language of the gods to order the world...and Lexie isn't a god. She uses magic circuits doesn't she? I remember Xel saying Servants don't have magic circuits no idea what that says about the Caster class

That's just my opinion from reading everything anyways.
