Is it possible to kill EMIYA when he begins the chant for UBW?

You'd need a pretty strong attack to run through a Servant like Saber. And even if you did, there's no guarantee they'd die. Only when their spiritual core is destroyed.

He'll be able to do just about everything he did before, he just won't be eligible for 'promotion to Master' like he was originally.
