Yes, please do! I appreciate your asking, Psychie, especially as I just realized I typed "Elinor's" instead of "Toph's" turn in-game. DERP! Hah! =)
 
Psychie - If you recall, your last two missile volleys for Toph struck even after the enemy launched chaff and flares (due to rolling above that 75%, not to mention their own arrogance in relying on that tactic).

Sherwood - No, not in my game.

While I can find no ruling anywhere in Shadow Chronicles, Macross Saga or Masters Saga, I have been going with a Real Life source (Colonel Dan Hampton, author of Viper Pilot and other excellent aeronautical non-fiction books). In Hampton's books, he refers to throwing out chaff "bundles" and flares while taking hard evasive action. In the F-16 fighter, using either involved using a simple trigger mechanism (free action). He mentioned pumping out whole clouds of chaff and firing flares for reasons other than missile interference with ease.

Also, Real Life aircraft carry a lot more than the veritechs you pilot (the F-4 Phantom carried two dispensers of 30 flares or chaff). Later on, the A-10 "Thunderbolt' would fly carrying 480 uses of the stuff (16 dispensers). Source: Quora.com (I put the source here for anyone else as nerdy as I am as to be interested...) =)

But hey, if the Zeki want to be all proud and rely only on it and not dodge, then that's on them, I say. They'll probably learn sooner or later, so I recommend taking advantage of it while you still can. =)

Hey Psychie? Do you want to roll damage or shall I? Or put another way, how do you get away with this? That's three times chaff and flares have ganked against Toph's volleys. =)

Crappy roll. D': Only 130 pts of MDC. But he's well on his way to being disabled!

Dang. Not quite enough to kill him, but he's smoking like an choo-choo train out of the Old West.
 
Yeah, if only the RpN dice didn't roll 3 ones on her... Still, that Beastmaster is far from happy and it's all because of Toph. She's the only one that's hit him this entire fight (ion blast, missile salvo x2). He's nearly out of the fight, folks!
 
And she's talking smack to him, just in case he didn't have enough of a reason to want to kill her. I love it!

Kaerri, Elinor has no such die-rolling to worry about; the triple-blast from the Beastmaster's plasma pistol.strikes for... *rolls* yow! 100 Mega-damage!
Owwie. Adjusting my post macro. Elinor's Valkyrie's main body is now at 170/350.

...and the *insert word here* rolled a 26 on his dodge.
