The only threat he has for Kotsu is that he'll harm the other vampires. Or his friends. Which, if he threatens Kotsu again, Kotsu will just let him fall from a drop. Which Kotsu will counter propose with a smile.

That's a pretty big threat. It still kept Kotsu in line mostly and prevented him from thrashing Denton. I'd consider that a win in that encounter, even it was only one battle in a long war.
