If the resource is limited then the civilization wouldn't go far, if the population is minimal their jobs would likely only focus on basic need like hunter.

Resource condition varies between turtles. Big ones might have a country on their back, small ones might be the size of a yacht. Available resources vary according to such, but assume there's no metals on there, cuz even though they eventually get big enough that they can burrow under and lift a mountain onto their island, it wouldn't be able to float without the turtle (There's some handwaving and magic moss involced, but I don't wanna give away all the secrets)
