Would most people in Post Earth have upgrades/powers or is it limited to those who survived The Project? If the latter, how have the factions reacted to the sudden influx of people sporting strange powers?

BioPro, CFG and SIGNUM are famous in Post Earth for their implants.

Leaders, high ranking gang members, rich people and people with similar positions have a couple implants and they're fully functional, regular citizens might also have implants although mostly illegal and they frequently malfunctioned. We're just ones that got the new experimental and their best version of the implants.

So the people are accustomed to seeing superhumans, but they're still surprised when seeing the really weird implants
