But honestly, since the civil war started the Banners should have been called as a precaution. If for no other reason then the iron born attacked them and the Stormlords or Dorne, or the West, or anyone around the Reach might have taken advantage of the chaos. Theres little denying the Tyrells fucked up and now the last muster is them paying for it and Lord Tarlys actions stopped the situation from becoming worse

If the entire reach was doing a late muster then the first battle you wouldn't have 40000 men to meet the Lannisters at first, even now those who did muster in order to make up the numbers needed probably left some areas lightly guarded, more then one would like

If everyone "did the right thing" there would still be slavery in Reach, likely Oldtown would've been a massive hub for the foul practice and they would be scrambling for swords while foreign armies march to their very gates.
