But honestly, since the civil war started the Banners should have been called as a precaution. If for no other reason then the iron born attacked them and the Stormlords or Dorne, or the West, or anyone around the Reach might have taken advantage of the chaos. He was able to "do the right thing" because Helyon Tarly took action to defend their realm.
