He doesn't like sailing. The idea of being trapped on a boat with basically no control, having to rely on the crew, is terrifying to him. Storms and the sea itself frightens him. Sure, but those assholes are also literally his worst nightmare (one of them). That and he doesn't deem them useful to his cause.
