The way I see it is that Ten, for all his strengths, still has the basic attitude of Exalted towards mortals: we're Gods, you suck, and therefore you live or die at our whim. Misho seems to be the only one who shows any genuine compassion towards them (natural, given his Virtues).
I read it as Misho's Compassion kicking in - he'd be perfectly willing to help end all the suffering on the Isle by getting everyone after him instead of each other.

I found myself slightly disappointed that they are both still apparently more or less clothed in the final panel. My impression of Marena is that she would have been working towards that goal. Although the angle does leave it slightly ambiguous.
