I changed Xir'ain's domain to simply Dark Water, as in water that the light doesn't reach. He doesn't have control over water as a whole or darkness on the surface.

Also, might it be a good idea to have one big city where all gods have temples. To allow non-god characters to meet each other, I seem to recall that being one of the reasons stories featuring mortals never really took off last time.
