Ameridian Stonebear An oath made by the Wood Elves to Y'ffre. They can't harm/kill or eat vegetation in any way.

the bosmer religion holds the green pact as a covenant with their god to hold their shapes that is why they eat their enemies, however this practice fell out of popularity with all but tribal in the second era.

Dozer Act II would be us meeting each other eventually. It won't necessarily be in just Black Marsh. Right now, Sauriil is in Cyrodiil, and, subsequently, he will stumble upon the other Immortals there at the time. The Immortals will travel together and find other Immortals and so on.
