The farmer and his family making it to the border is implausible. He'd have to steal enough food to make the run, avoid patrols and secret police, not get spotted, etc.
Enough people in an area working in secret to try to rebel then getting crushed is plausible.
The latter is much easier to do.

And more people would rather avoid a problem then fight the problem. Also, if modern day people from 3rd world countries can bypass modern technology and get over the border with just the clothes on their backs, you better believe they can in a time where security was considerably less impressive.

Read about what it's like trying to flee North Korea, then add in what I've already described about the Empire. It's nowhere near as easy as you believe.

Dragons

^ Dragons were already 'claimed' by Bunneh as a race, not that you can't have them, but Bunneh has it so all dragons, regardless of their age or size, are fully sentient beings. So you wouldn't really have 'wild' dragons nor 'domesticated' dragons in.. the same vein as 'domesticated dogs' or 'wild dogs'. As they are sentient 'domesticated' dragons would just be a polite way of saying 'enslaved' dragon.

Although, funny enough, its already lore, via Bunneh's kingdom, that the ancient dragons [or your great dragons, same thing] were once revered as gods before the fourteen, so that all fits perfectly.

Elves

^ Need to describe these elves. As, in the race section, we have four elf races with their own names, so if you mean just the high elf variant, just let me know. If these are different elves unique to your land, gotta describe them a bit.

Outside of those two things, it all looks good.

Read about what it's like trying to flee North Korea, then add in what I've already described about the Empire. It's nowhere near as easy as you believe.

And guess who manage to escape North Korea? North Koreans. A nation with, seriously we've been over this, a much, much, much, much, much smaller border then your larger nation manage to escape and even escape past a incredibly militarized border.

People are going to escape yours if they want to. Many will be caught, but many will make it.

Wasn't a problem there with 77 billion but if it were 50 million I'd still refuse because it's about the war lore stuff, no freedom means no fun

Medieval France had an estimated population of 17 million. Modern France has 66 million people. Most nations will be around France size and without its modern medicine and other conveniences that has greatly increased the population. Again though, good luck in future endeavors!
