Envy most certainly lacks in physical strength and just uses fear tactics and manipulation to get what he wants. He can't kill something with his own bare hands sure, but he could make a few weak minds turn on themselves. Still couldn't do it to a dragon though, and he's bound to get swatted away on 0.2 seconds
