Yes and no, in her human form she has the ability to still turn someone to stone if her eyes are like that of her basilisk form. And in her basilisk form her stare is much more potent to the point where there's a chance of death

Both my girls aren't evil too (yes Hanah is thief, but only because it's only way how she has get food to both of them, as she lacks lot of basic educations)
Only way Fayette would harm someone is that her magic does something at it's own, like what has happened in their cell.

Sidenote

Both girls are orphans, Hanah's mother was murdered when she was 10 and she had lived her whole life at streets.
Fayette's parents where murdered also when she was 11, but she had been in school when her parent's where still alive
