Basically there are a lot of ways a shinigami can tie themselves down to the city. They wouldn't necessarily have to, but Lord Death not only kept the kishin in, but also kept a lot of the evil out. So no, the current shinigami wouldn't have to be connected to the city, but it is entirely possible that they would have chosen to do so for one reason or another. It is also possible that they could have found some other way to do such things. So its pretty much up to youPumpkid

Um, I checked your character, anything demon is not allowed as they are considered a kishin and they should at least have a soul resonance form

I think you were thinking of a Demon Sword which is a type of demon weapon that is not necessarily a sword. Demon Swords are created by over hunting human souls and are therefore a bridge to creating a kishin. Ragnorok is a Demon Sword who also happens to be a sword.

Every weapon is a Demon weapon because the process Arachne went through to create weapons in the first place was demonic in nature. And every weapon is somehow descended from those Arachne made.

That makes sense. They talked about Aracne being the creator of magic weapons but didn't go much into detail or at least I still never got that except weapons were enchanted? So she basically created people who can turn into weapons?
