... Yes. Of course. But I don't see any justification to interpret things that way other than being a munchkin bastard.
 
Personally, I'd allow it... but make it so that soulsteel made from hungry ghosts is an extremely poor substitute, with less power and without the durability of a proper magical material; essentially, it would just do more damage (with the ferocity of a hungry ghost's savage anger inside it). So it'd start out pretty good, but as time went on (and the hungry ghost's body decayed in Creation) it would eventually become weaker and return to dull, inert labyrinth-iron.


In effect, it would be used by the, uh, underworld of the Underworld; criminal ghosts, disgruntled ghost-blooded and half-caste abyssals, who lack the resources to get the real stuff.


But that's just me making stuff up off the top of my head.

*sigh*. I just don't see the thrill of making up more and more ridiculous substances.... But hey. To each their own.
