Here are some adventure ideas:

The city hasn’t received any shipments from [LOCAL MINE] in a few months, and miners have started to go missing. It could be a nefarious plot by [POLITICAL FIGURE], or maybe the miners broke into a cave system and released [HORRIBLE MONSTERS].

A plague of necromancers (I decided just now that a group of necromancers should be called a plague) has taken up residence in the city, or in a nearby cave, swamp, or other appropriate location.

A death cult has sprung up in the aftermath of the almost zombie apocalypse. Their prophets preach in the streets, and lure the foolish to their hidden sewer lair, where they are sacrificed to their “god”: a [DISGUSTING ABOMINATION].

One or more high ranking officials (a priest, a judge, the king’s advisors, the king) have been abducted and replaced by shapeshifters, and only our heroes can uncover the truth.
