I mean, yeah, it is, that's sort of the idea?Like, if someone wants to have a strong powerset that's well within their rights it's totally fine as long as they respect basic etiquette shit like player agency right
All I'm saying is it strikes me as odd to have entries you never plan to use, right? It's like if you made a point of focusing in on the gun the main character keeps on their mantlepiece in the first act but then it just never comes up again and nobody comes close to touching the trigger
Though I suppose this, too, is accurate to real manga

In a fight at his current level he will be able to speed up a bit but then subsequently break his legs cause of it, or make a brief flash of light in the air but no more than that. Or make a single after image or illusion then start bleeding from his eyes. Plus when I say full potential its meant to be hypothetical if there is not limit and he is basically a god, it's basically fluff I thought would sound cool it won't have any significance in the story. His power is basically like One for All in that the usefull stuff it will hurt him and he wont be spamming anything.

It's meant to be a one time use boost in the future with practice and more control he could not break his legs. He would basically use it in a pinch to overwhelm a powerful foe try to win then his legs would break

Actually no Grandpa Jetboots states he took to it instantly with no issues whatsoever because he was so dumb the idea of not going MAXIMUM POWER never occurred to him

It was fluff I am used to reading Fate/Stay Night and Nasu stuff and his writing is really over the top with info and fluff so I kinda adopted that

I especially wouldn't want broken legs if I knew I was going to have to crawl days and days to get to town, especially if my career was murderhoboing since anyone I might be with may just decide to leave me.
