The current target of the Thieves is Matriarch Suzuki,the leader of a cult who gave her followers tulpas (in this context,fake Personae who are mainly controlled by her instead of the supposed owners) and duped them into fighting Shadows in the Metaverse to carve out a territory for her there and extend her influence over the subconscious.

Do you think it would make sense for Shiro to "persuade" Masami into infiltrating the cult and awakening her Persona instead of the expected tulpa? And then she joins their battle that way.

Sure! That seems like something my character would do. Although I feel bad for her cause she would be "persuaded" by both Sougo and Shiro to infiltrate two different places at that point. Lol

Will the thieves be hunted by Meta Mercs after they get rid of Suzuki? I mean in mementos or something

Somewhat. The metamerc are essentially an ever present threat that thieves need to deal with. Hence why they need to bolster their numbers.

I see well hopefully our heroes can hold them off but with the new members I think they have a good shot. Maybe could even weaken Rex and Roadkill although it would be hard to.

From what I've seen so far, I'm quite frightened to see what stronger Meta-Mercs are like if Roadkill and Rex are considered to be weaker ones.

Thieves better train up thats for sure. Ann gotta learn how to use Carmen effectively since she’s a little fragile compared to other personas but can be deadly and a good medic.

I honestly think Shiro would be a good leader for the phantom thieves if we get enough members.

I intended to do this for every Persona user who awakens during the story, so do you think you might like to have a brief scene in the Velvet Room with "Igor" and the attendants so that Masami can reaffirm her commitment and awaken her Persona? Or do you want to skip over that and have her attain Scheherazade immediately and be transported to Suzuki's palace?

Yeah I can definitely do a scene with Igor and the attendants. Would I be rp'ing them out as well? I don't mind doing it, I just don't want to step on anyone's toes or steal their thunder.
