It isn't. It's depicting an NCR Civil War started by Mendacius in the RP he was originally from where he helped the Legion take Vegas over.\

Unclaimed land is everywhere in Fallout. But this NCR civil war makes no sense. Expecially if the Legion took over Vegas because Vegas is controlled by Pat and you need his permission to do stuff like that.

Unclaimed land would not exist between two powers like the NCR and the Legion, or the NCR/Legion and the Free Economic.. BULLSHIT name place.
