First, 1000 hours is a lot less than 2300 and I don't think there's anything shameful bout having either a lot of hours or not many hours
second, I would argue that it is? Apart from the whole vibe and aesthetic and presentation being oustanding, the diplomacy mechanics make the late game be nowhere near as much of a drag as it normally is on the series, and remains relevant all through a playthrough. Its great
