I mean it's doable but they wont get much screen time. The stronger the character the less actual interaction they wind up getting because not every situation calls for that. I would recommend going for street to block level for consistant interactions.

I do too and while there are cosmic elements in play if i have cosmic level heroes simply interacting with the group all normal like then id need to have the group baddies be powerful to the point where the lower scale couldnt really fight against them.

Not to be a dick but there are literally thousands of choices to choose from. If your interest hinges on playing massively powerful characters or not perhaps it wont be the RP for you.

well if we go a galacta route that character has to rely on tech because they have a strict diet so the power cosmic is not something they can use constantly or on mass scale because they would starve

I already have a OC villain idea for this marvel rp. Picturing a Silver Age villain coming out of retirement and bringing back a long thought dead gimmick, which was a odd obsession with 10001 Nights. Though, i should find out how to make it darker to fit the tone of the rp.

Also I am assuming the force is messing with the power cosmic as well so less power over all. As for twist ill likely figure something out maybe give her a human mother or something.

Well the force that is effecting these forces doesn't nerf the power output, it just alters the physics of it to restrict things like time travel, reality warping, and dimension hopping.

By a 1001 Nights obsession i meant that he dresses up and acts like a Sultan from the time period, lavish lifestyle and all and engages in crimes themed around the stories or the mythology around them. Also, Blood knight could join the Suicide Squad
