In the inner sanctum of the temple of Aevith yes. Outside of it, not really. But she might have more power. High priestesses have similar authority, but are different in power.

Basically, the high priestess of Aevith is not like a pope, but it rather works like with patriarchs in orthodoxy.

While high priestess have roughly equal authority no matter if they are clergy of minor or major deities, the ordinary priests of major deities have higher social standing compared to those of minor deities.
