I actually just came up with the idea that the Council and the Emissary could have been started by a group of Half-Castes who were put into stasis during the Usurpation and came out of it just as the Scarlet Empress came to power and tried to invade the Scavenger Lands. Â Seeing the state of the world now, they decided to seize power in Nexus and keep it free from the false rule of the Dragon-Blooded and to help foster the Guild to be a power that could covertly keep the Scarlet Empress in check. Â The Councilors are chosen from the descendants of these Half-Castes who live without the knowledge of their past unless those in the know see the potential for power in them.It's not Gen that's for damn sure. I dunno who could be. That's a lot of firepower.

Actually, I didn't hear of your Golden Children empire. Â :wink: Â But I didn't read LoTR. Â I was actually thinking of something of more bent towards the Giovanni family from OWoD. Â The bloodlines of the Half-Castes are spread throughout most of the aritocratic families of Nexus. Â When a child comes of age and looks like he has a prediliction to being Half-Caste, he is brought into the fold and is trained in his power, which he uses for the good of his particular family, and every family uses their position to further the good of Nexus. Â In this way, the child can become well known throughout the city so that any new councilors aren't strangers to the citizens and thus avert suspiscion. Â The one constant they have is the Emissary and its guise is took on by whoever needs to portray him at the time. Â The reason why the Half-Castes keep themselves a secret is to keep enemies to a minimum as well as avoid the Wyld Hunt. Â The way they see Creation, the Dragon-Blooded hasn't done a good job of running things but the founders of the families remember what terrible things their parents did and instilled that fear into their descendants. Â Because of their bad experiences with rulers being unworthy, they nurtured Nexus into the city without a ruler that it is, a bastion from tyranny except from that which its citizens accept.
