Does the Master still have to have their seals for the others to gain seals for killing them? Pretty sure overseer/bad organization just wants more death and will reward Masters for killing servantless/seal-less masters...

He could, if he really had to, but 9/10 times he won't. Besides, he's focused on building his kingdom of god. Fighting his master and searching for another one is a waste of time.

I’m not too sure. I think the overseer just wants more chaos and death. So regardless of the masters standing in the war, those that kill others may get more seals. But that’s for The One Eyed Bandit to confirm.
