You will have to be the judge of that. The worse off your character is while still qualifying for a specific category, the higher their gains will be.
Say for instance your character has broken several bones in their body and has been pushed to absolute exhaustion. They are on the verge of fainting from the pain and their head is pounding and their vision blurring.
So long as they have the use of all four of their exterior limbs then it doesn't matter how badly they are injured. In this example they would not qualify for "Crippling Injury" despite how close they came to it and are to be calculated in the higher end of the "Exhaustive Injury" range somewhere between perhaps 4.2 and 4.99 depending on your preference.
Does that make sense?
