I want Billy to come in at an interesting time, as a lot of the RP thus far has been people walking in on eachother, and besides Claire, he doesn't know anything about what's going so there's not much of a reason for him to be involved in the conflict yet.

No. The barrier is the pile of rubble between the dynamic duo and the Qyt. There is not a Lantern construct barrier or anything. The only construct Sinestro's used at all so far in the RP is the drill, which disappeared as soon as he was done with it. Now he's just standing on the pile of rubble.
