Garton is a crook, but he has sway over enough people that he's likely to appoint otherwise qualified people to the positions. Indicting them could cause a dearth of officials. However, the local bailiwick, lead by another hateable figure, may have some knowledge about their less-legitimate rivals.
When the inquiries were being conducted, Gawain may have blundered and spoke to too many people, probably alerting more people than necessary to the presence of their new overlords' retainers going around asking questions about the local strongmen, so it might have aroused some suspicion.
The area is a little backwater and messed up overall, no castle really asserts authority over it
