Yes and No. Many of the claimed fiefs are the most detailed and many more of the detailed fiefs have named NPCs ruling them but there's still lots of empty land for you to take over. The Southwest area and the Kingdom of Dyrnwald need more lords at the moment.

If you're looking at a particular place, just say its name and I'll let you know if anything was already done by NPCs
