The opener is good, maybe with a lil' "chère" as an adjective if you want, but it's fairly meh


Your accents are wrong on désolé


L'après-midi is masculine, so it would be "cet après-midi"


Also, your preposition needs to go before the infinitive, so it would be "Je n'oserais jamais le faire"


"Ne pas" is only used with verbs, so it would be "sans permission" or I suppose "sans votre permission" to be more precise


The closer works if he considers her to be a friend, so it works fine


So it would most likely read:


Ma reine,


Je suis très désolé pour cet après-midi! Je n'oserais jamais le faire sans votre permission.
