If all seven went for it? Sure. But in simple terms:

One is too loyal, One is too lazy, one is too shy, one is only interested in eating people, one just wants to fight big things, one is really only interested in satisfying her desires and while Seldanna hasn't really come into her own role yet she's the lowest on the totem pole.

Leaders of a country, they are not. They'd consume themselves in a month probably lol

Ulfric didn't give them that power, something else did. Quite possibly his tremendous strength comes from the same source.

Pride is something of a paradox as her nature demands she stands above others but she seems content to serve Ulfric. Bit of a unanswered question about what she'd do if Ulfric died though.
