I do have a reason to bring everyone together. The first Palace ruler is a hacker at Shujin who uses blackmail to get what he wants. It's not even for money or something like that, he's just such an insecure douche that it's the only way he can find any joy in life. So what has everyone come together is that he's going to release private, sensitive info about everyone. So even if the newcomers don't really know, the Thieves would probably get them involved.
