Actually.... ep 14 shows All Might skinny when one for all isn´t active

I assume that his emaciated appearance is his new default look after being injured. In flashbacks, he's extremely muscular. I won't go into specefics in order to avoid spoilers, but when we see All Might a short while after his initial conflict with All for One, you can see the change starting to take place.

*Bites hand* I really want to make another character because I have quirk ideas but there's a few problems

1. I have a problem where I make one character then when I make another, I neglect it.
2. Post would become a lot slower.
3. I'm known to get bored really easily or leave post hanging in favor of the other.

Making a teacher could be a nice compromise. You'd still be able to devote time to the character you already have, since they're a student. I'm doing the same.

Well, you said to give them a useless combat quirk, so technically anything that wouldn't do actual damage should suffice.
