My curiosity just skyrocketed...

They are part of the entrance exam's set. The laybirinth beneath the PSA has various themed areas prepared for various exams and "The Ruined City" was the one used for the entrance exam. It depicts a city in ruins from a disaster or villain attacks and the lakes set there to give some edge to people with aquatic quirks are justified with hydrants "spitting water that forms a large poodle".
