I think it's because everyone has been molded into the idea that

Quirk = Hero

So the world kinda has high expectations of what you should do with your quirk and police work is held to the same regard as janitor.

Many pardons. Dea November. Interpol. Yes, I would like to talk about the incident where Rush ran across intercontinental waters, and killed all the local sharks. All of them. There are no more sharks of that species. No one on top is happy. It has come down to me to talk things out with everyone.

faced with a villain that can get away with his crimes due to his relations, the heroes are backed to a corner, but never fear because interpol agent november is here to...*puts on shades*...shine a light on the matter.

So here we have The Symbol of Peace, One Force(All For One). A man who uses his quirks to rid evil from the world and use their powers for good. However, he is blind from a fight done by his little brother who has since passed down his quirk all the way to the villainous One For All.
(Ya, making someone who's like All Might yet not a carbon copy is hard xD)

And the last two, vortex, the UA teacher who spends his days asleep and his nights working at his bar. He's been said to have teleported his whole class to the desert so they could "learn the hardships of being a hero in a different environment."

Finally, Overload(Overhaul), the second strongest hero with the ability to disassemble and reassemble anything he can touch physically. Father of the prodigy student Eri!
 
Actually, Tokage's little statement there is interesting.

Why arent there more superpowered civil servants? Like run of the mill officers and beat cops with superpowers? Or is it just not as mentioned as often as it should?

There are. It's just more organized organizations have stricter regulations on quirk-use than heroes do. At least that's the take-away I got from it.
