Nope. Even coming from America, he needs to take the exam as anyone else. A transfer student is someone who was in a different school in the same year and for particular reasons transfers to a different school at some later point in the year.

It's no kind of special student, it's just a foreigner. You add tags to the name student when during the course of an ongoing year, a student moves into a school at a time they weren't suppose to. Otherwise they're just a regular student who just happens to come from somewhere else
