Idea I think I have a few ideas, could you take a look?

Spoiler: de-age ray

I really don't think this one will pass but...
Quirk: she can shoot a ray of energy that reverts the aging process at an extremely quick pace, transforming the target into a toddler for up to 10 minutes. The quirk also permanently prevents aging after manifesting.

Spoiler: Skillsteal

Quirk: she taps into the nervous system of those nearby, allowing her to steal skills ingraned in their bodies and subconscious, raging from their skills at martial arts to their skill at using their quirk and their ability to walk. It drains people in the area of their skills slowly, and once they are out of range, their skills return. The drained skills are added to her own.

Spoiler: Costume recreation

Quirk: whatever she wears, she becomes, giving her power depending on what costumes she wears

Spoiler: Conception

Quirk: her body can create a substance which when mixed with the saliva of others can allow her to create a small placenta like-thing which opens in 20 minutes, creating a small halfbreed of the two "parents" with a mix of their quirks.

Spoiler: Dolly Prison

Quirk: Allows her to move her mind into any humanoid object and control it. She loses control of a lot of her bodily functions while this is in effect. She can also move other people into said objects, but if they are unwilling the strain on her mind becomes imense.

Spoiler: baby morph

Quirk: permanently transforms things at a surface level that one touches into baby versions, example: underpants could be transformed into a diaper, but only in their surface appearance.

I'm sorry these must be awful! Sorry! All I could think of!

de-age ray is just too OP. You can basically counter everybody´s strengths by essentially eliminating their quirk and making them lose all the physical prowress they built up

skillsteal wouldn´t be too bad on a regular roleplay, but here it can kind of mess with the QEP system. In order to improve your character's skill at using their quirk, you need to pay QEP and that QEP has to be earned over time. Yet that quirk would allow you to bypass that by giving your character the ability to master her quirk without needing to pay any QEP

costume recreation and baby morph both seem like magic more than a pseudo scientific power. Dolly prison is borderline on that, but it still passes because I think it's pretty established at this point that "mind" can count as pseudo-scientific.

Still, just trapping people in those humanoid things won't do. That is too OP.

Lastly, conception is kinda good, but I can't let you just accumulate summons and quirks like that. It would probably pass if you limited it to one summon, though.

Quirk: She has the ability to create a highly energetic substance which when consumed allow her to create a layer of organic clothing around herself which can be quickly transformed into energy much like the susbtance. In one case, releasing a form of laser or energy blast. If the susbtance is released alone from her body it will take a shape and material she wishes. The material can also be mixed with saliva mixing it's abilities with up to two people. If it mixes with one, that person's quirk fuses with the lasers (she doesn´t get them both, they just fuse), and if it mixes with two, she loses the laser entirely and just gets a mix of those two quirks. Using either of this fusions results in her getting symptoms of pregancy.
The maturing of her susbtance replaces the maturing of one's body.
