From what I can tell, even chronomages are still just mages, meaning there are limitations. To unlock those limitations was probably his end goal, using the lives of millions to power himself.

No, rituals can be performed by any magic user. He didn't personally absorb the life essence, so that's incorrect. It was a ritual to gain power from the lives of others. It's just categorized as rudementary magic at that point as it takes probably hours, years, days, months, or anywhere between all that to perform.
