Not really as that period wasn't focused on much militarily as most of the world was trying to stop the daesh attacks in their own countries.

By installing a Sunni government I hope to negate most negative effects. They will mainly be ruling themselves- at least it will appear that way

I hope you guys do know that puppet governments usually do more harm then good, look at africa after the second imperialism age, all the former puppet governments were overthrown and now the continent has been mostly reduced to shit. So either just annex them or risk it, but you know the saying "history always repeats itself."
