The Abbasid caliphate tried. They overthrew the Umayyad's and ruled with much more leniency. But the Fatimid Caliphate - their rival - was for the Shia Muslims, the leniency made little difference.


The Ottoman Empire came the closest, and in truth it could have worked if they didn't have so many terrible rulers. But they were much more geared towards the acceptance of different religions completely, they were arguably less tolerant of Shiite than of Orthodox Christians.


But uniting Shiite and Sunni is as improbable as uniting Orthodox/Protestant and Catholic.


So, Iran; Good luck with mending the schism! You probably have the hardest ambition thus far.

True, but they collapsed due to civil war after Alp Arslan's death. They barely lasted long, and actually oppressed the Abbasid Caliph as their vassal. They may have been close to an Empire, but a far cry from an Islamic Empire.
