Why are Noble Fair Folk on a  lower tier then Enlightened Mountain Folk?  Fair Folk get higher attribute and ability caps, more applicable combat charms.  Ditto for the Dragon Blooded, Charms beat the pants off of anything the mountain folk can muster. Â

Well, Fair Folk get really handicaped when it comes to magical conflict with the Exalted. Â The way they make up for it is ungodly Attributes and Abilities. Â
minmaxed Fair Folk can get combat pools nearly as high as minmaxed  charm using Solars.
