In the face of explosive global tensions and the rapidly deteriorating situation world wide a series of secret meetings have been held between the leaders of ASEAN and Oceanic nations over the last decade. Despite the many internal and national issues that exist between the countries the general threat of Chinese nationalism combined with US overexertion leave little doubt. Either they stand together or foreign powers will carve them up once more.
The US-China alliance has proved the last straw. SEAPAC has stepped into the open.

Chinese territorial claims in the south china sea have lead to a steady military buildup throughout the region. Direct military spending has skyrocketed in the last decade with black/gray projects and programs hiding even more. This has allowed for a far larger and more modern military than public records have suggested.
Northern defense lines. The Chinese facing boarders of Vietnam, Laos and Myanmar along with the Indian and Bangladeshi facing boarder of Myanmar have been heavily secured against air and land advancement. While the jungles and mountains provide much defense by themselves a network of forward defense facilities, anti-air systems and supply caches have been hidden throughout the border regions and at strategic places within every SEAPAC nation. While SEAPAC has accepted that any direct conflict would probably favor the Chinese initially, the resulting gorilla war would make the previous Vietnam conflict look like a picnic.
SEAPAC economic zone. In an effort to get the weaker economies of the coalition growing faster strategic projects and targeted initiatives are being funded from the richer and more prosperous ones. In addition, raw and processed resources are being traded internally at heavy discounts and subsidies.
Sporting technologies and weapons from every corner of the globe has its problems and its advantages. Replacement parts and armament manufacture are currently handled internally under license. Standardization of military equipment will be an ongoing priority.
