Current Top Agencies

Defense Agency: Made to bring together heroes and battle a common enemy in the Savage Wars, this agency has created some of the city's most famous heroes and is the #1 agency on most hero's lists. The agency works on a basis of ranks going from E to A depending your rank will decide what type of missions you're allowed to go on and what resources are available to you.

Heroes for the Protection of Humanity (HPH): Formed as an agency focused on providing heroes with more freedom and flexibility, the agencies heads have committed to allowing their heroes to save and help people however they want (within reason). All their resources are available to anyone who joins but they don't have as many resources as other agencies.

Elementals: Small group of heroes who annually recruit 1 new hero to take up a slot and be given some kind of elemental power, those who already have elemental powers have a better chance to get in.

Elementals φ Offshoot: (Still working on this one just know that it exists)

Appearance: Yes, the picture is what she looks like in costume. She preferred to have something that blended in more. She wears the mask at all times, though.

Hero/Villain Name: Reflex(?) (Still a work in process. I can’t think of a good hero name, so if anyone had suggestions, they’d be appreciated. ^^)

Agency: HPH

Real Name: Ki Park

Age: 17

Personality: Ki is quiet. Mute, actually. She is unable to talk. She doesn’t interact with the public a lot, preferring more to be a mysterious hero. She has a small, but growing fan base. She’s kind and grateful. She wants to do whatever she can to help other people. She can be kind of an airhead at times, but for the most part, she seems cool and calculated.

Bio/History: Ki was always more of a tom boy, growing up in the streets. Her parents were in a dramatic sort of relationship; constantly arguing and fighting one minute, and then making out the next. Ki avoided being at home because both situations made her uncomfortable. She grew up with the boys that lived on her street, and was in a gang of sorts, though it wasn’t a very well known one. She didn’t know she had powers for a long while, though she knew she was very good at fighting people in hand to hand combat. Ki was constantly doing dumb things, like getting into fights with people and stealing. She didn’t mind this and didn’t see any harm in it, until one night she had gotten caught stealing from the wrong person. He was a big, strong man, compared to Ki’s tiny self. He brought her out back and had started being the crap out of her when a bystander had saw and came to save her. This bystander happened to be a hero, who had electric shocks coming out of his hands. He did something that seemed to work like a taser against the man, and made him pass out, before disappearing, not once even turning to look at Ki. After that night, Ki decided she wanted to be like him. Not the street rat she was. She started devoting all of her time to training, when she started to discover her powers. Soon enough, she was sought out by an agency and hired.

Powers: Ki has inhumanly quick reflexes. She normally uses this to her advantage with fist fighting, or wielding a katana. Her hits come at extreme speeds, and tend to hurt like a bitch. And upon making eye contact with people, she can do this trick where she momentarily stuns them. It’s hard to explain, but it works like this. She makes eye contact with them, and they momentarily forget where they are or what they were doing. This only works for a few seconds though, and their memory is normally restored within a minute.

Physical Abilities: Ki is good at climbing things and fist fighting. She is a fast runner and has very good balance.

Theme Song:

Quotes: “Never mistake silence for weakness.” “And one day she discovered that she was fierce, and strong, and full of fire, and that not even she could hold herself back because her passion burned brighter than her fears.”

Appearance: (I will get around to drawing her sometime soon but for now) :
A rather average looking woman. Has bright, slightly wavy shoulder-length auburn hair, usually worn in a simple ponytail. Her eyes are grey, and seem to always have dark circles under them. She stands at about 5’6, and thanks to her job she has a fit body type. She has a slight gaunt, sickly-looking appearance at times brought on by the draining effect her powers have on her.
For normal clothes, she tends to wear whatever she finds comfy (lots of hoodies), and dresses in a way that she doesn’t stick out.
For costume, she wears a hood and mask that covers the lower half of her face. Has a color scheme of black, teal, and grey. (picture will provide further details later)

Hero/Villain Name: Phantasma

Agency: Defense Agency

Real Name: Cordelia (Cora for short) Owens

Age: 25

Personality: Antisocial and on the quiet side, she has severe trust issues and insecurities. She doesn’t like attention and tries not to stand out too much. Quiet, brooding, and grumpy, usually due to constantly being sick, in pain, and exhausted. However, she is levelheaded and intelligent, if not admittedly a bit cold. She only opens up and shows affection or attachment to a very limited, very select few of people.

Bio/History: She grew up as an only child, and had an ok relationship with her parents and an average, fairly decent childhood, though she was very introverted and hardly had friends. She did alright in school, but as she got older she took on jobs using her powers, which were technically illegal as she was not registered. She was eventually caught and given a choice: prison or the agency. She chose the agency, and has been working for them since, though she really only treats it as another job (she has been there the past 6 years). Has primarily worked reconnaissance, diplomatic, and stealth missions.

Powers: Generally telepathic in nature, she cannot straight up read minds, but she can gain a general idea of what they may be thinking through reading their emotions and intentions. The weaker/less protected a person’s mind is, the easier/more accurate it is to read, while someone who is mentally strong can block her out, or purposely mislead her (especially if they are aware what she is trying to do).
She can separate her consciousness from her own body and transfer it to another person’s. Again, however, it all depends on the mental strength/conviction of her target, and she must fight for control, as well as continually fight to stay in control. While in another person’s body, she can utilize physical abilities (strength, speed, durability, etc), but cannot use their powers. It also takes time to get used to another person’s body, so her control and finesse in using it is usually limited. The longer she’s in it or the more times she possesses the same person, the better her control becomes. While in their body she will feel everything they are feeling (pain, injuries, etc), but will no longer feel it when back in her own body (the injuries stay with the body she possessed). However, if the person she is in dies while she is possessing them, she will die as well. There also runs the risk the person she is possessing will remember some of her thoughts when they are back in control (more risky while in someone with lots of mental strength). Also while possessing someone else, her own body goes unconscious, leaving her very vulnerable physically.
Overexerting her powers is physically draining and makes her ill (usually vomiting, severe migraines, mental and physical exhaustion, lightheadedness, and such). Things like this usually happen after returning from possessing another person. Also to be noted, as a telepath she has strong mental fortifications of her own, but is vulnerable to other telepaths. If another telepath was able to get into her mind, they could cause a significant amount of damage.

Physical abilities: Nothing superhuman, but has had some training in martial arts/hand-to-hand combat. Fairly proficient with technology (but is by no means a genius or expert).

Take as much time as needed.

Also sorry to everyone for taking a while to actually respond, been kind of busy with some stuff but I should be able to focus a bit more now.

Hero/Villain Name: Viper

Agency: N/A

Real Name: Victoria Lane

Age: 23

Personality: Manipulative and cunning. She is very stubborn and always seems to be scheming something. She will be nice if she is trying to get something from someone, but for the most part she has an "I don't care" attitude. She's on the introverted side, needing alone time and being independent. She's not very trusting either, if she needs any kind of help, she is very selective with who she'll trust, unless she's desperate.

Bio/History: She grew up fairly normal, her family life was okay. She was known as an odd kid though, she was a bit of a loner. Her parents divorced when she was 16 and it hurt her a lot emotionally. Before the divorce she still talked some, but she stopped completely after. She wouldn't participate in school and anyone she actually had talked to before, she wouldn't talk to anymore. If she had problems before, they were worse now. Her parents had always known she was strange, but now they were more concerned. Her mother forced her to see a therapist twice a week, but 2 weeks in she attacked him in a fit of rage. She accidentally killed him, causing her to discover she had powers. After finding out about her powers, she went into hiding. Any sanity she had left was lost.

Powers: She has a venomous bite that will weaken someone if she injects it into their blood stream. It won't fully kill them, but it will get them quite sick for a while if they don't get it out of their system fast enough. She also can cause pain with the snap of her finger. She has to be close enough to her victim to hurt them, but if she's close enough she can cause them a very sharp pain in their head. There is a catch that comes with that though, it hurts her to use it, but she doesn't get nearly as hurt as the victim. Along with those, she has retractable claws, although she can't use them for too long.

Physical Abilities: She's good with knives and she's pretty good at climbing, although she mostly relies on her powers.

Theme Song: Going to Hell by The Pretty Reckless

Quotes:
"Everyone always thought I was crazy, I guess I just lived up to their expectations."
"I'm not all that bad, I could be much worse."
"If I know I'm insane, doesn't that prove that I'm at least a little sane?"
"I just like to have fun, is that so bad?"
