Sadly, human can't take advantage of most of the merits or flaws. So he might just end up being an Ability sink instead.

Got plenty of FP but I'm hesitant to raise things too high since he is just a mortal.

Also, mortal hunters have a whopping 21 FP to start with. To keep things fair, I'm considering to let you all have a 21 FP to start with. What are your thoughts on that?

Any extra points would be more than welcome

I added Potence to my sheet with the extra points. I am getting buff.

I am debating between getting another Gift or just boosting my Rage and Willpower with my extra points.

Extra willpower is always a plus! I have to read up on the werewolves book to learn more of Rage.

You could spend some points for a reliable hideout of she is the type to be inclined.

Alrighty. You will be starting with 6 blood. You are getting hungry, but you can manage just fine... for now.

Has Kelsey fed yet? Has she been holding off hunting for the first time? Not used to the idea of drinking blood in general?
Probably has not fed yet; that would explain why I have only six points left out of my total of fifteen. Trying to come to terms with the new unlife I have.

I have the Rage rules copied onto my sheet for quick reference. If I go with more Rage, it can give me up to four extra actions in a round. But the idea of a safe haven is one I had not considered. Perhaps I should go with that.

I think we can work that into play, if you'd like. Trying to convince her to drink. Maybe baby steps with bagged blood. Then animals. Then maybe to humans.

Given she was police, I think she might be pretty unwilling to harm humans, let alone take a life. Might even have trouble watching other vampires feed from humans.

Any certain way you'd like to go about it?

There is not a specific Background for a secret haven or hidey hole in the Werewolf book. D. Rex D. Rex What kind of place can I get if I put three points towards something like that?

In the Vamp book, there is a Domain background. Three dots in that could give you free run of a high rise or something similar.

That could work, especially with my Kinfolk background. They might live in the building and it gives me a place to be able to hide out when needed.

Them extra action would indeed be handy. You are the party tank, essentially.

But given your mission, you could tie Detective up in the basement to make things easier on you. Wouldn't be a bad place to hide in a pinch.

Speaking of! Is she active with her Family of werewolves in the area? Or from elsewhere? I was thinking that most packs tended to stay in the rural and mountain areas, with some of the larger packs taking to jobs of farms and other more rural occupations.

Is this okay with you? And is there any relationship that you would like to play on?

Yeah, I'll go ahead and put those points into a Domain. I like the idea.
Alternatively you can look into Base of Operations in the Vtm Hunters Hunted II. Pg 38.

A domain is good for general purpose use. But Base of Operations allows a bit more in depth customization.

Being locals, you do have the benefit of already owning a residence. An apartment or home or anything that would be within reason of your character's occupational income.

You do not need merits to reflect it. And it would be equivalent to a free 1 dot domain. (Or a one dot in base of operation if you took that)
