Haha, most people think so, and the constant drizzle is pretty annoying...
But!! As I like to say, the weather in Britain is more of an aesthetic than anything else. And the weather is just as nervous as the people... "Oh, I do apologise, good Sir. I won't get you wet, I promise, just... Damp. Sorry, sorry!"
