He should have said the entire thing instead of not mentioning that he was okay with one and not the other, so, you know, wasn't paying attention and then added it in after. She never said 'Oh, I'm so glad you agreed to give land back!', that was her thinking it.. so, literally, it was him going: "We support your decision!...

Which is again the point. Gier pointed out he technically can't return anything since they agreed to join the Empire (after being coerced into doing so) so there is nobody to say what got taken.
